To enhance the vessel?s maintenance status, the vessel will enter a long-term lay berth, maintenance, and overhaul period. The contractor shall provide facilities, services, labor and materials to provide berthing, preventive maintenance industrial assistance, planning, material procurement and execution of a maintenance and repair availability as detailed herein. Due to operational and national security availability considerations, the location shall be US East, Gulf or West Coast. MSC will retain a limited crew (Engineering and/or Deck officer(s)) comprising of the SMT. AMENDMENT 0001 revises WI 0953 and incorporates RFCs 1-6. AMENDMENT 0002 revises WIs 0106, 0166, 0953, 0959, and 1068, and incorporates RFCs 7-15 and 17. AMENDMENT 0003 revises WIs 0231, 0351, 0418, 0435, 0515, 0531, 0562, 0581, 0582, 0802, and 0854; and incorporates RFCs 16 and 18. AMENDMENT 0004 removes WI 0584, revises WIs 0011 (both) and 0182, revises section C, and incorporates RFCs 19 and 20. AMENDMENT 0005 revises WIs 0004 (ROH), 0166 and 0901; incorporates RFCs 21-25; and extends solicitation closing date to November 20, 2024.

Background
The Military Sealift Command (MSC) is issuing this contract to enhance the maintenance status of the USNS Lewis and Clark by entering a long-term lay berth, maintenance, and overhaul period. The goal of the contract is to provide facilities, services, labor, and materials necessary for berthing, preventive maintenance, industrial assistance, planning, material procurement, and execution of maintenance and repair activities.

Due to operational and national security considerations, the work will be performed on the US East Coast, Gulf Coast, or West Coast.

Work Details
The contractor shall provide a lay berth pier facility for the USNS Lewis and Clark (T-AKE 1) that meets specified requirements. Services include:
1. Providing skilled labor including a dedicated supervisor with shipboard experience, electricians, refrigeration technicians, outside machinists, electronics technicians, and laborers for preventive maintenance tasks.
2. Supporting deck and engine watch from 1600 hours to 0800 hours daily with licensed officers.
3. Addressing additional requirements such as emergent repairs and logistic support as requested through contract change orders.
4. Performing industrial assistance during planned periods while the vessel is in lay berth.
5. Preparing for Regular Overhaul/Dry-Docking (ROH/DD) as specified in the work item package.

Period of Performance
The contract will be performed over multiple periods with specific timelines outlined for each task; initial performance begins on March 5, 2025, continuing through various phases until September 30, 2026.

Place of Performance
The work will be conducted at locations on the US East Coast, Gulf Coast, or West Coast.
