USMS Vehicle Barrier and Gate Replacement , Tallahassee Courthouse   3

GSA Public Buildings Service, Acquisition Management Division, Gulf Coast Branch (4P1QB), 501 E. Polk Street, Suite 805 Tampa, Florida 33602 is issuing a PRE SOLICITATION NOTICE for a Request for Proposal (RFP), firm fixed price general construction contract to perform the work listed below in the project summary. This acquisition is 100% set aside for small business concerns under NAICS 236220, (size standard $39.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 - $5,000,000.

Project Summary: Turn key installation of new U.S. Marshals Service active vehicle barrier systems along with sliding gate replacement at the existing U.S. Courthouse Annex & U.S. Bankruptcy Courthouse in downtown Tallahassee, Florida. Work to include, but not limited to, replacement of four (4) existing active vehicle barriers with new M30 systems, refurbish and replace existing vehicular sliding gates to meet current UL 325 requirements, new hi-speed sliding gate operators, new pre-engineered UL752 level 3 ballistic rated Guard Booth, new pedestrian swing gate, new fixed bollards, new card reader/intercom/camera stanchions, existing ornamental fence repairs, new concrete steps and handrails, miscellaneous site work, paving, concrete paving and concrete curb work, electrical, security infrastructure, security cabling, security integration, security equipment and interior patch/repair work. Refer to drawings for specific scope of work, phasing, description of Base Bid, and Bid Options.

Construction to be phased with only one (1) gate location to be completed, tested, and fully operational at one time prior to starting construction on the next gate location.

The bid guarantee in the amount shall be at least 20% of the bid price. Performance and payment bonds must equal 100 percent of the original contract price. A pre-proposal site visit will be conducted for this procurement. Details of the site visit will be available in the solicitation.

Tentative solicitation issuance date is on/about 27 January 2022. The construction performance period for substantial completion is 300 days after notice to proceed. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be registered and current within the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award.
