INSTRUCTIONS TO OFFERORS

Volume 1: Quote
Quotes shall be provided on company letterhead, single page with company name, logo, address, Point of Contact, contact info, etc. Cage Code, and GSA Schedule Contract Number must be included.

All prospective offerors must be a Commercial and Government Entity (CAGE) code and be registered with the System for Award Management at https://www.sam.gov/porta 1/public/SAM.

The Government seeks additional discounts.

Background
The U.S. Marshals Service (USMS) is seeking to procure an Intelligent Key Management System for the District of Columbia Superior Court. The goal of this contract is to enhance security and operational control over physical keys used to access secured areas within the courthouse. The system must be capable of managing, tracking, and storing information related to key usage without connecting to the USMS network.

Work Details
The contract involves the delivery of an Intelligent Key Management System with biometric capability. Specific requirements include:
- Quantity: 1 unit
- Capability to manage up to 256 keys
- Biometric fingerprint access
- Internal storage for tracking key usage
- Must not connect to the USMS network
- Delivery of New Deployment Training for 1 session.

Additional specifications include:
- Email/SMS text reporting capability for authorized removals
- Web-based software support
- 1-year hardware and software warranty included in the purchase price.

The system should allow administrators to grant or revoke access as needed.
