Description

The U.S. Department of Agriculture (USDA), National Agricultural Statistics Services (NASS) requires the acquisition of preventative maintenance, service and repairs on their two Quadient Folders/Inserters in accordance with the Statement of Work (SOW).

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation 1232SA24Q0064 is issued as a request for quotation (RFQ). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.

NAICS for this procurement is: 561499 All Other Business Support Services.

Size Standard: $21.5 million

The vendor shall submit quotes via email to Jacob.toft@usda.gov with a subject line of Quote: 1232SA24Q0064 , for receipt no later than 12:00 pm EST, Tuesday, 09 April 2024. Only those quotes received by this date and time will be considered for award. Submission of the quote that does not contain all items requested below may result in elimination from consideration for award.

Responses must include the following items:

The company name, point of contact, address, telephone number, e-mail address, RFQ number, and vendor UEI number. Please provide completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with any offer.

In addition, the quote should address the work called out in Attachment 1 Statement of Work.

Background
The U.S. Department of Agriculture (USDA), National Agricultural Statistics Services (NASS) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132, responsible for printing, folding, inserting, and mailing reports, communications, and survey forms. The maintenance contract is required to ensure continuous operational status of the Hasler PS-1000 Folder/Inserter and Neopost DS-1200 Folder/Inserter.

Work Details
The contractor is required to provide on-call service coverage by equipment certified technicians to include parts and labor, Monday through Friday 8:00 a.m. – 5:00 p.m. excluding Federal holidays. The servicing company needs to have a local presence and a maximum response time of 4 hours from the time of call if made before 1:00 pm; if the request is made after 1:00 pm, the response should be next morning during normal operation hours.
Maintenance service is required for the Hasler PS-1000 – SN OBZ8258 and Neopost DS-1200 – SN RAV7298. The contractor should include and replace wearable parts such as rollers and belts with new OEM parts.

Period of Performance
The period of performance includes the base year from 5/4/2024 to 5/3/2025 and an option year from 5/4/2025 to 5/3/2026.
