USDA/NASS - Mail Courier Services

The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division (NOD) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting and mailing hundreds of thousands of reports, communications, and survey forms each year. The PMC requires contractual courier service to pick up printed materials processed for outbound mail at our location and deliver to the U.S. Post Office.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation reference number for this acquisition is 1232SA23Q0071-Repost and it is being issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03 (effective 26 May 2023).

Please prepare a quote IAW the attached Combined Synopsis - Solicitation Package document located in the attachements section. This attachement includes the following: Synopsis, Solicitation Terms and Conditions, Statement of Work (SOW) and Wage Rate Determinations for the St. Louis Metro area. Quotes must include the Business Name, Business POC (name, e-mail & phone number), Unique Entity Identifier (UEI) and CAGE code.

This acquisition is 100% small business set aside. The associated North American Industry Classification System (NAICS) code is:

492110 Couriers and Express Delivery Services, and the associated small business size standard is 1500 Employees

EVALUATION: Government intends to make an award based upon the vendor quote that meets or exceeds all non-price evaluation factors (technical & past performance) and is the most advantageous to the government (Best Value Tradeoff). The quote should include a firm fixed price (FFP) format.
