USDA FS - Water Testing Frenchburg Job Corps - MRAS

The Department of Agriculture (USDA), through the General Services Administration (GSA), is conducting market research to identify qualified contractors for a waste water testing project at the Frenchburg Job Corps Civilian Conservation Center in Frenchburg, Kentucky. The primary goal of this initiative is to ensure that the waste-water treatment facility at the Center adheres to EPA conformance and compliance standards. This project reflects USDA's commitment to environmental stewardship and regulatory compliance, underscoring its dedication to maintaining high standards for environmental safety and public health.

The scope of work involves monthly waste-water sampling and analysis according to EPA guidelines. Contractors are required to supply all necessary labor, materials, equipment, licenses, and permits needed for these tasks. The results from these tests must be reported both to the Center and through the EPA Central Data Exchange (CDX) via Kentucky's NetDMR reporting system. Testing parameters include dissolved oxygen levels, pH balance, total suspended solids, ammonia nitrogen content, flow measurements through conduits or treatment plants, chlorine residuals, E. coli presence, and biochemical oxygen demand over five days at 20 C.

Contractors must possess valid state-level certifications from Kentucky as well as federal EPA licenses pertinent to waste water testing and chemical analysis. The work requires careful coordination with government operations on-site since full government occupancy will be maintained throughout the contract period. Contractors are expected to confine their operations strictly within designated areas without disrupting ongoing governmental activities or access routes.
