-The basis for award will be the Lowest Price Technically Acceptable (LPTA). Proposals will be evaluated on a pass/fail basis for technical specifications and timeliness. Among all technically acceptable proposals, the award will be made to the proposal with the lowest price.

-Payment will be made utilizing the Invoice Processing Platform (IPP) https://www.ipp.for.fiscal.treasury.gov/

Description:

The Chino Valley Ranger District within the Prescott National Forest has a requirement for the rec-constructions of .5 miles of livestock fence and removal of 1.57 miles of existing electric wire and four stands barbed wire fence.

Contract time begins on the effective 7 days after award / To be completed by 12/31/2024

Background
The Chino Valley Ranger District within the Prescott National Forest, part of the USDA Forest Service, has a requirement for the reconstruction of livestock fencing and the removal of existing electric and barbed wire fencing. This project aims to restore the Upper Verde River Corridor by ensuring proper management of cattle distribution through effective fencing.

Work Details
The contractor will be responsible for:
1. Reconstructing approximately 0.5 miles of 4-strand barbed wire fence to Forest Service standards.
2. Removing 1.57 miles of existing electric wire and four-strand barbed wire fence.
3. Conducting right-of-way clearing along 600 feet of fence line.

Specific requirements include:
- **Fencing Materials:**
- T-Posts: Minimum 6 ft length, weighing at least 7.99 lbs, ASTM certified.
- Barb Wire: 2 strand, 12.5 gauge with 5 in barb spacing.
- Smooth Wire: 2 strand, 12.5 gauge.
- Tie Wire: 14 gauge galvanized steel.
- Wood Stays: Juniper wood, diameter between 1.5 to 2 inches and length of 48 inches.

- **Installation Locations:**
- West Bear/Verde Ranch: Removal of .75 miles of electric and barbed wire fence.
- West Bear/Tri Canyon: Reconstruction of .5 miles of fence and removal of .82 miles of electric and barbed wire fence.

Access to sites will require coordination with Forest Service personnel, especially for the Tri Canyon location where materials must be packed in due to difficult terrain.

Period of Performance
Contract time begins on the effective date which is seven days after award and is to be completed by December 31, 2024.
