The US Department of Agriculture (USDA) is seeking a replacement software and professional services for their AgMax Portfolio Management System. The USDA Office of the Chief Information Officer (OCIO) Digital Infrastructure Services Center (DISC) has been tasked with providing support for the USDA OCIO Information Resource Management Center (IRMC) Capital Planning and IT Governance Division (CPITGD) in replacing the legacy system. The objective is to provide an automated solution that supports OMB submissions and IT portfolio health assessment. The solution should be available to support USDA's fiscal year 2026 budget formulation cycle. The Contractor will be responsible for implementing and maintaining the solution, including system implementation, data migration, user training, and ongoing operations and maintenance. The contract will include a 12-month base period and four 12-month option periods.

The scope of work includes implementing a Software-as-a-Service (SaaS) solution that meets all functional and technical requirements identified in the performance work statement. The solution will be hosted by the USDA OCIO DISC Digital Service Center (DCSD) in a self-contained ServiceNow platform instance. The Contractor will be responsible for developing training materials, conducting virtual training sessions for end-users, and providing ongoing application maintenance services. Data migration from the legacy AgMax system to the new solution is also required, with three years of data to be migrated. The Contractor will need to develop a data migration plan and ensure data integrity throughout the process.

The implementation of the new solution will be done in phases, with a minimal viable product (MVP) to be delivered by July 30, 2024. The Contractor will conduct system demonstrations at the completion of each iteration to receive feedback from government product owners. User training will be provided prior to each release and for two weeks following the release. Ongoing operations and maintenance of the system will include system maintenance and enhancements, as well as ServiceNow platform maintenance.

Overall, this opportunity presents a significant project for the Contractor to provide a replacement software and professional services for the USDA's AgMax Portfolio Management System. The Contractor will play a crucial role in implementing and maintaining an automated solution that supports USDA's IT portfolio management, OMB submissions, and IT governance processes.
