Notice Type: Special Notice Subject: U.S. COAST GUARD 154' FAST RESPONSE CUTTER (FRC) MAIN DIESEL ENGINE (MDE) MODEL MTU 20V4000M93L OVERHAULS AT NAVAL SUPPORT ACTIVITY (NSA) BAHRAIN THIS REQUEST FOR INFORMATION (RFI) NOTICE IS ISSUED BY THE UNITED STATES COAST GUARD (USCG) AND IS INTENDED FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) Promulgate planned engine overhaul projects to potential MTU certified service contractors. (2) Determine contractor feasibility of completing engine overhauls outside of the continental united states (OCONUS) in accordance with the Government's requirements. (3) Seek vendor feedback on the interest and constraints of performing this work in Bahrain. This notice in no way obligates the Government to any further action. This is not a solicitation, and no contract will be awarded from this announcement. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award any contracts. An award will not be made on offers received in response to this notice. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. The Government is not responsible for any cost associated with any effort in responding to this notice. Respondents are solely responsible for properly marking and clearly identifying any proprietary information contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. MTU defines four qualification levels for preventative maintenance of their engines, with Qualification Level 3 (QL3) defined as partial disassembly of the engine. The USCG Surface Forces Logistics Center (SFLC) completes all MTU 6000-hour QL3 maintenance tasks for FRC MDEs at the 8000 operational hour interval. The USCG anticipates a requirement to perform MTU QL3 Engine Maintenance at NSA Bahrain during FY25. This requirement will be the first major planned MDE overhaul these FRCs receive during their lifecycle. The standard MDE 8000-hour Statement of Work (SOW) is included as Reference (1). The USCG seeks vendor feedback on the interest and constraints of performing this QL3 Engine work in Bahrain. Table 1 MTU 20V 4000 M93L Engine Parameters Rated Power (kW/BHP): 4300/5766 Speed (RPM): 2100 # Cylinders: 20 Bore/stroke (mm/in): 170/190 (6.7/7.5) Displacement (L/in2): 86.2 (5260) Gearbox type: ZF 23 560 C NOTES: None. REQUEST FOR INFORMATION: 1. If required by a contract, does the contractor foresee any technical difficulties in carrying out the maintenance outlined in Reference (1), to the standards outlined in References (2) through (7), pier side at Naval Support Activity (NSA) Bahrain? If yes, please provide a summarizing narrative on the issue(s) anticipated. 2. Do you foresee any problems with meeting the USCG's requirement to provide onsite at least one QL3 certified technician on MTU4000 series engines? The technician must possess a 1B dongle, have certification on ECU-7 series governors, and the Contractor must have 20V4000 engine maintenance experience. 3. Does the responding contractor, if required by a contract, have the capability to ship MTU parts to Bahrain and to renew all disturbed seals, gaskets, o-rings, rubber sleeves, and all other soft wearing parts required to complete the maintenance outlined in Reference (1)? The Government would furnish equipment outlined in Reference (1) Section 1.2, Government-furnished property . 4. Are there concerns with working in temperatures over 90 F, and would you be able to mitigate harsh environmental factors such as temperature, sand, dust, and salt air during engine overhaul to prevent engine contamination and to ensure safe working conditions for contractor & USCG personnel? If yes, please provide a summarizing narrative on the mitigation efforts anticipated. No response does not preclude participation in any future competitive solicitation, if one is issued. If a solicitation is issued, it will be announced later via System for Award Management (SAM). All interested parties must respond to that solicitation announcement separately from the responses to this RFI.
