Description: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The USCG Training Center Yorktown intends to award a sole-source purchase order using the procedures at FAR 13.106-1(b)(1), as it has been deemed that only one source is available to meet this specific requirement due to that Fortior Solutions is the sole provider of the RAPIDGate Program and its associated RcX capabilities. This purchase order is intended to be awarded to Fortior Solutions, LLC TO provide access control equipment, subscription services, software and all maintenance to operate up to six (6) handheld scanners at the main access control point of the U.S. Coast Guard training center in Yorktown, Virginia. The requirements document in the form of a Statement of Work is attached to this notice.

This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by June 11, 2024 Responses, including questions about this notice, shall be sent via email to John H. Work Details
Fortior Solutions will provide access control equipment, subscription services, software, and all maintenance to operate up to six (6) handheld scanners at the main access control point of the U.S. Coast Guard training center in Yorktown, Virginia. The RcX Program enhances security by adding multi-credential scan, read, and verify capabilities to the RAPIDGate® Program. The Program scans/reads Common Access Cards (“CAC”), retired military and military dependent identification cards (“Teslin”), PIV, PIV-I, Transportation Worker Identification Credential (“TWIC”), U.S. state-issued driver licenses, U.S. state-issued identification cards, Canadian-issued driver licenses, and Canadian-issued identification cards (excluding Quebec). RcX capabilities will be operational 24/7.

Period of Performance
The period of performance for this contract is a one-year base period with four one-year option periods as follows: Base Period 20 August 2024 through 19 August 2025; Option Period One 20 August 2025 through 19 August 2026; Option Period Two 20 August 2026 through 19 August 2027; Option Period Three 20 August 2027 through 19 August 2028; Option Period Four 20 August 2028 through 19 August 2029.

Place of Performance
The primary place of performance will be U.S. Coast Guard Training Center (TRACEN Yorktown) at 1 US Coast Guard Training Center, Yorktown, VA 23690-5000.
