Description

Pursuant to the authority in the Administrator's Expedited Procurement Package (EPP) for the USAID West Bank & Gaza Mission, a Justification and Approval for Other than Full and Open Competition (J&A) was approved by the Contracting Officer. An IDIQ contract was awarded to AECOM Technical Services Inc. in the amount of $100,000,000 with a 3 year period of performance. The purpose of this IDIQ Contract is to directly support the USG goal of achieving a negotiated solution to the Israeli-Palestinian conflict of two states living side by side in peace and security. Its main purpose is to provide professional A&E services for the development of infrastructure in the West Bank, Gaza, East Jerusalem, and Israel to support the USAID/WBG Mission in its efforts to empower Palestinians to build thriving communities, promote inclusive development, and advance a two-state solution. Background
The USAID West Bank & Gaza Mission has approved a Justification and Approval for Other than Full and Open Competition (J&A) to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to AECOM Technical Services Inc. for $100,000,000 over a three-year period.

This contract aims to support the U.S. Government's goal of achieving a negotiated solution to the Israeli-Palestinian conflict, specifically by providing architectural and engineering (A&E) services for infrastructure development in the West Bank, Gaza, East Jerusalem, and Israel.

The overarching mission is to empower Palestinians to build thriving communities and promote inclusive development amidst a dynamically changing political landscape.

Work Details
The A&E IDIQ contract encompasses a wide range of professional services including:
- Multi-discipline engineering and construction management services in support of USAID’s infrastructure construction program.
- Services related to water security infrastructure, solid waste management, climate change infrastructure, health facilities, roads and traffic management, economic development infrastructure, humanitarian emergency response interventions, and other USAID-identified procurements necessary to uphold USAID objectives.
- Tasks include engineering planning, design, conducting studies and assessments, oversight, construction management services, capacity building, operation and maintenance services related to infrastructure development.

The contract will also facilitate rapid responses to urgent needs arising from the ongoing humanitarian crisis in the region.

Place of Performance
The work will be performed in the West Bank, Gaza, East Jerusalem, and Israel.
