USAID Strategic Communications Support Activity   2

Background
The purpose of USAID Strategic Communications Support Activity (Activity) is to support the Government of Armenia (GOAM) to build effective, streamlined, data-driven, and citizen-centered strategic communications systems, capacity, and practices. The activity will support GOAM in the following three main focus areas: 1. Enable the institutional set up and talent management of the public sector’s streamlined strategic communications. 2. Ensure the public sector has institutionalized systems and capacity for data-driven information management to inform strategic communications. 3. Foster citizen-centered strategic communications and public outreach.

Work Details
Under Component 1, the Contractor must assess the current state of cross-government communication efforts, develop communication policies and protocols, establish a comprehensive plan for human resource management, provide specialized training programs for government officials responsible for communication, and support the establishment of a unified structure of communication divisions across state agencies.
Under Component 2, the Contractor must provide technical assistance for data-driven information management by establishing systems for data collection, analysis, and coordination; implementing tools and techniques to analyze collected data effectively; building staff capacity for disinformation mapping and media ecosystem analysis; and issuing grants under contract to improve strategic communications.
Under Component 3, the Contractor must coordinate with other USAID and US Government activities in relevant areas such as democracy and governance, economic growth, public financial management, and social sectors.

Period of Performance
The period of performance is anticipated to be a five-year period from the date of award. The base period will be for 51 months with an option period for an additional nine months.
