Amendment No. 1 of RFP No. 72066024R00012

The RFP is hereby amended to make the following changes:

I. Update the SF 33 (section A), Section B, I, J, and L

II. Provide answers to questions in Attachment A of this amendment.

III. Revise the RFP as detailed in Attachment B of this amendment.

Background
The U.S. Government, represented by the Agency for International Development (USAID) in the Democratic Republic of Congo (USAID/DRC), is soliciting proposals from qualified organizations to implement the USAID Santé Gouvernance activity. This initiative aims to empower provincial authorities to optimize health service delivery and improve health outcomes for Congolese citizens in Lualaba, Haut-Lomami, Haut-Katanga, and Kasai Oriental.

The contract will be a performance-based Cost-Plus-Fixed Fee (CPFF) completion type contract with a ceiling price between $87 million and $91.5 million, contingent on fund availability.

Work Details
The contractor will be responsible for delivering services that include:
1. Implementing the USAID Santé Gouvernance activity as outlined in the Statement of Work.
2. Developing and submitting an Annual Work Plan that links activities to objectives and outcomes.
3. Creating a Monitoring, Evaluation, and Learning (MEL) Plan to track progress towards goals.
4. Conducting monthly progress meetings with USAID to discuss implementation issues.
5. Submitting quarterly performance reports detailing achievements and challenges.
6. Preparing annual reports that reflect progress against the Annual Work Plan.
7. Developing a demobilization plan prior to contract end date.
8. Ensuring compliance with USAID branding and marking policies.
9. Providing gender-disaggregated data in all reports where applicable.

Period of Performance
The period of performance for this contract is five years from the effective date of contract execution.

Place of Performance
The primary location for performance will be in the Democratic Republic of Congo.
