The purpose of this communication is to obtain industry comment on the attached DRAFT RFI. To that end, information obtained through this RFI will be held in confidence and will not be disclosed to the public unless specifically requested by responding sources. This RFI is open for comments from any interested party.

Background
The United States Agency for International Development (USAID) is seeking industry comments on a draft Request for Information (RFI) regarding the 'Promoting Access to Improved Learning Pre-Primary Education' initiative in the Democratic Republic of Congo (DRC). The goal of this initiative is to enhance access to pre-primary education, addressing barriers and promoting system strengthening within the educational sector.

USAID aims to gather insights from both international and local entities to inform their programming and engagement strategies.

Work Details
USAID invites responses that address the following areas:
1. Identification of key government and non-government institutions involved in pre-primary education in DRC, their roles, and potential engagement strategies with USAID.
2. Analysis of barriers to access for pre-primary education and recommendations for addressing these challenges.
3. Opportunities for promoting sustainability and strengthening systems within the pre-primary sector.
4. Identification of marginalized populations and strategies to enhance their access to educational services at various levels.
5. Examination of how social norms, traditional practices, and power structures impact access to pre-primary education and play-based learning.
6. Assessment of the effects of armed conflict, socio-economic factors, geographical challenges, or gender disparities on early childhood development in DRC.
7. Consideration of child protection concerns relevant to pre-primary activities. Additionally, respondents are encouraged to provide effective strategies for reaching rural areas, community engagement in curriculum development, successful learning assessments used in similar contexts, and family/community involvement in early childhood education programming.

The contract will be performed in the Democratic Republic of Congo.
