The USAID Green Transportation and Logistics Program aims to generate value for Georgia's economy by strengthening the Middle Corridor1, catalyzing mass passenger transport, and reducing the climate impact of Georgia's transport and logistics sector, thereby reducing the economic dependence of Georgia, the South Caucasus, Central Asia, and Europe on the Russian Corridors.

The Program will have two mutually reinforcing components. These two components are interwoven and designed to mutually reinforce one another - transforming the way Georgia thinks about and manages the movement of goods and people. The two
components for this program are:
Component 1: Strengthening Georgian Trade, Transport, and Logistics
Component 2: Catalyze Mass Passenger Transport

Background
The United States Agency for International Development in Georgia (USAID/Georgia) is seeking proposals from qualified companies and organizations interested in implementing the USAID Green Transportation and Logistics Program. The purpose of the program is to strengthen the Middle Corridor, catalyze mass passenger transport, and reduce the climate impact of Georgia’s transport and logistics sector. The program aims to generate value for Georgia’s economy by addressing the challenges facing cargo transport and passenger transit, improving air quality standards, and meeting EU Association Agreement requirements.

Work Details
The program consists of two mutually reinforcing components: Component 1 focuses on strengthening Georgian trade, transport, and logistics systems for cargo transport along the Middle Corridor, while Component 2 aims to catalyze improved safety, quality, and efficiency of mass passenger transport. The Contractor is expected to implement activities that make sustainable impacts on both cargo and passenger transportation. The Contractor must also utilize adaptive management practices built around evidence-based decision making, reflection points, tight feedback loops with USAID, and close collaboration with Program stakeholders.

Period of Performance
The USAID anticipates awarding one stand-alone Cost-Plus-Fixed Fee (CPFF) completion type contract with a period of performance of five years. The base period will be for four years and four months, with an option period for an additional eight months.
