USAID DRC Localization Partner Landscape and Market Compensation Survey

Background
The United States Agency for International Development (USAID) has initiated a critical shift towards sustainable development in the Democratic Republic of the Congo (DRC). This shift emphasizes transitioning leadership and service delivery to local institutions, private sector partners, and civil society organizations. The goal is to promote financial and programmatic sustainability while leveraging local knowledge and expertise.

USAID's Localization Strategy aims to cultivate relationships with local partners, strengthen staff capacity to implement this strategy, and enhance the ability of local actors to manage USAID funds. The assessment conducted aims to understand the readiness of local entities to partner with USAID and receive direct funding, building on previous initiatives like USAID Forward and the New Partnerships Initiative.

Work Details
The assessment includes two main components: a Partner Landscape Assessment and a Market Compensation Survey Analysis. The Partner Landscape Assessment aims to identify local organizations that have received USAID funding or are prominent in the DRC. It involves categorizing these organizations by technical sector or geography, analyzing their capabilities, and assessing their readiness for collaboration with USAID.

The Market Compensation Survey Analysis focuses on collecting data on salaries and benefits from both local and international organizations operating in the development sector in the DRC. This includes identifying common position types, comparing compensation packages, and providing recommendations for sustainable compensation levels that support continued operations of development organizations without reliance on international funding.
