On behalf of the United States Air Force, GSA is conducting market research to understand capabilities related to sustainment of the Modeling and Simulation Training Toolkit (AFMSTT). Please access the RFI survey link at: https://feedback.gsa.gov/jfe/form/SV_eEut18QY6iDaai1 Scope The intent is to provide sustainment for the Air Force Modeling and Simulation Training Toolkit (AFMSTT) for supporting the Air Force Life Cycle Management Center (AFLCMC), Det 12, AFMSTT program office, Hanscom AFB, MA. Background The Air Force Modeling and Simulation Training Toolkit (AFMSTT) is a set of software tools that provide a complete constructive simulated theater-level air warfare environment for the U.S. Air Force (USAF) executing either/both Blue/Gray Forces (BluFor) and Adversary (OpFor) missions simultaneously. It allows the USAF to execute training exercises and mission rehearsal activities within a Joint Forces and cooperative partnership environment. AFMSTT simulates the flying of aircraft missions as well as the consumption of logistics required to maintain aircraft in a Fully Mission Capable state and unit capabilities need to support. When training the JFACC Staff, AFMSTT processes the missions planned by primarily the AOC, simulates the mission fly out and reports mission and unit status back to the AOC. The software components in AFMSTT connect as federates to the High Level Architecture (HLA) federations: externally as a federate to the Modeling and Simulation (M&S) Community Joint Live Virtual Constructive (JLVC), Joint Land Component Constructive Training Capability (JLCCTC), and Battle Lab Collaborative Simulation Environment (BLSCE) federation environments (being phased out). The AFMSTT requirements have historically been accomplished via a sustainment and modification/modernization contract with industry. All AFMSTT custom software is Government owned with select open source and Commercial Off-the-Shelf (COTS) tools embedded or accessed. This contract will place the AFMSTT program in sustainment.
