The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to explore the potential for a Mixed Reality Learning Simulation (MRLS) designed to enhance immersive learning experiences. The primary goal of this initiative is to leverage advanced technology and innovative methodologies to improve the soft skills of Air Force personnel, thereby supporting the Department of the Air Force's objectives in achieving warfighting excellence. By embedding principles that foster a culture of leveraging unique strengths, this effort aims to prepare service members for current and future global security challenges.

The project seeks a vendor capable of delivering an Immersive Learning Simulation (ILS) using mixed reality platforms. The ILS will utilize digital puppetry via Avatars to create authentic and interactive experiences, allowing individuals to practice behaviors critical in human domain interactions. This immersive environment will enable participants to develop essential skills such as critical thinking, empathy, problem-solving, communication, emotional intelligence, situational awareness, and stress management through simulated first-person experiences. These simulations aim to build muscle memory through practice and repetition in a safe and controlled setting.

The scope of work involves providing a flexible MRLS system capable of scenario development and environmental design tailored specifically for military contexts. The vendor must possess knowledge of Department of the Air Force organizations and cultures and have prior experience creating military-relevant scenarios. Essential services include Avatar design and development, real-time communication during simulations, end-of-session feedback provision, video production, session recording scripts, consultation services, training for DAF personnel on technical setup and execution via distance learning mediums.

Key requirements include offering MRLS sessions accessible through a web-based platform with low bandwidth capabilities. The vendor should ensure real-time communication with an Immersive Learning Specialist during these sessions while providing technical guidance as necessary. Additionally, the contractor must facilitate scenario development by collaborating closely with government representatives throughout the design process ensuring timely reviews and conduct beta runs for new scenarios before implementation.
