USAEC Environmental Data Management Systems (EDMS) Pilot Project

Background
The U.S. Army Environmental Command (USAEC) is seeking potential authorized reseller sources for the Draft Performance Work Statement for Environmental Data Management Services. The USAEC executes environmental programs to enable DoD readiness and Army environmental stewardship. The work required under this Performance Work Statement falls under the USAEC Environmental Data Management Systems (EDMS) Pilot Project. The mission of this work effort is to supply data of a known quality to stakeholders and decision makers through real-time, transparent, and collaborative environmental data management.

Work Details
The contractor is required to provide an Environmental Data Management System and associated support for U.S. Army Environmental Command as specified in each task. This includes the provision of a secure and fully functional database portal with web functionality, chemical, geological, hydrogeological, and geospatial data, well construction data, and project documents. The system must also include environmental data management interfaces, event management tools, project library access, automated reports and queries, GIS functionality, electronic Quality Assurance Project Plan (eQAPP) creation tool, Built-in Automated Data Review (ADR) functionality, data validation or sample qualification interface/module, data usability assessment interface/module, and import event tracking.

Place of Performance
The contract will be performed at the Yakima Training Center which is a subsidiary of Joint Base Lewis-McChord located in south central Washington State.
