USAEC Army Enterprise Environmental and Disposal Liabilities (E&DL) Support

Background
The Mission and Installation Contracting Command, Fort Sam Houston, Energy and Environmental Acquisitions Division (MICC-FSH, E&E) is exploring options to annually estimate and report the future Environmental and Disposal Liabilities (E&DL) per DODM 4715.20 and the DoD Financial Management Regulations (FMR) Volume 4, Chapter 13.

Work Details
The contractor shall provide environmental cost estimates and financial data management services in support of the Army’s E&DL process. The Army’s E&DL process is divided into 4 sub-processes: EL Identification, CTC, Budget and Execution, and Financial Reporting. This contract focuses on the EL Identification and CTC sub-processes only.
Additional services include: E&DL Training, E&DL Program Management, E&DL Guidance Revision, Cost Estimating Software Support, Audit/Record Management Support, and Installation Action Plan (IAP) Planning Support.

Period of Performance
The estimated period of performance is one (1) base year of 12 months and two (2) 12-month option years, from date of award.

Place of Performance
The work to be performed under this contract could be performed at all CONUS installations, all supporting off-site Contractor Offices, and Fort Sam Houston, San Antonio, Texas.
