The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates solicitation of a requirement for design-bid-build (DBB) construction services to be performed in support of the MOTCO Holding Pad & Berm Repair at the Military Ocean Terminal Concord (MOTCO), Concord, CA

The project includes repairs to the berms associated with Transfer Pad A and Holding Pads 1, 2, 4, 5 and 6. Project involves excavation; installation of wire mesh to protect rodent burrows; increasing the heights of existing explosives safety berms; and other items required to provide a complete and usable system. Several existing storm drain pipes will be extended to assist with accomplishing this. Modifications to the lightning protection system are not included. Existing earth and grass will be removed from the existing berms. Existing swales, culverts, lights, and concrete pads will be protected in place. Existing chain-link fencing will need to be removed and replaced on the berms. Removal of these foundations will require removal and replacement of some of the pavement for the existing access roadways. Existing soil behind the existing retaining walls will also need to be removed and replaced by engineered fill. Material for additional fill will be provided from the removed soil for clearing and grubbing as well as from designated borrow soil onsite.

The Government anticipates a 365-day Period of Performance for this project. In accordance with Federal Acquisition Regulation (FAR) 36.204(g), the magnitude of construction for the anticipated project is between $5,000,000 and $10,000,000.

The Government intends to solicit an Invitation for Bids (IFB) that will result in award of a firm-fixed price contract.

The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,000,000.00 annual revenue. The Product and Service Code (PSC) is anticipated to be Z1PC - Maintenance of Unimproved Real Property (Land).

The solicitation is anticipated to be issued as a competitive 100% Small Business Setaside through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) on or about 30 July 2024 with bids tentatively due 29 August 2024.

If the Government conducts a pre-bid conference and/or site visit, the date, time, location, and access requirements will be identified in any forthcoming solicitation.

Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through PIEE and SAM when updates are available. Requests for schedule updates may be ignored.

All prospective Offerors should be registered in the PIEE system at least one (1) week prior to the anticipated bid due date. Copies of the solicitation and attachments will be made available for inspection without charge after the solicitation is released, when accessed through PIEE.
