The 81st Readiness Division Directorate of Public Works is seeking to replace the HVAC controls system at the US Army Reserve Center FACID NC115 in Knightdale, NC. The current system is not operating correctly, with some areas being cooler than others and the system running on hand rather than in auto mode. The contractor will be responsible for completely replacing the controls system and associated components to restore heating, ventilation, and air conditioning to the training facility. The performance period for this task order is 120 calendar days, including time for setup, testing, and commissioning. The work must be completed within the government's regular working hours, which are typically Monday through Friday from 0800-1600.

The contractor will need to coordinate with key contacts listed and ensure that all utilities are disabled and returned to service as necessary. They must also review all systems to verify compatibility of replacement parts/components and provide all labor and materials for the project. The new controls system must be nonproprietary and use open Bacnet protocol with all points exposed within the EMCS. The contractor will also need to provide training to site personnel and perform a certified Test, Adjustment, & Balance of the controls and mechanical system.

The government will evaluate the contractor's performance based on a Quality Assurance Surveillance Plan (QASP) and requires certain deliverables such as pre-construction submittals, O&M manuals, warranty documents, and photographic evidence of completed work. Security requirements include AT Level I Training for all contractor employees requiring access to Army installations and compliance with installation/facility access policies and procedures. The COR for this project is Barry Kimbrough, who will monitor technical aspects of the contract and assist in contract administration. Invoicing should be submitted electronically with proper documentation to receive payment for services rendered.
