US Army Corps of Engineers (USACE) Transatlantic Middle East District (TAM) Construction Materials Quality Assurance Laboratory Testing - Kuwait

Background
The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) has a requirement for construction material testing services to support the District’s construction quality assurance program in the country of Kuwait. TAM plans to enter into agreement with TAM-Validated testing laboratories under a Blanket Purchase Agreement (BPA) from which numerous individual purchases, at or below the simplified acquisition threshold, will likely be made to provide construction testing services.
TAM intends to enter into a BPA with TAM-Validated commercial contractors offering the lowest prices for the delivery of construction testing services. Award will be made to no less than one and no more than three awardees.

Work Details
The contractor is required to provide construction material testing services and expertise to accomplish quality assurance tasks in support of the functional mission of USACE. The work under this Blanket Purchase Agreement (BPA) covers work controlled by TAM throughout the entire country of Kuwait. The contractor shall act independently and furnish all labor, material, and equipment required for the performance of the work.
The contractor shall conduct sampling and testing as specified in each CALL order. The contractor shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any technical, schedule, or financial requirements or constraints attendant to the performance of the Agreement.

Period of Performance
The period of performance for this contract is from June 1, 2024, to June 1, 2029.

Place of Performance
The contract will be performed in the country of Kuwait.
