Description

This is a DRAFT Request for Quotation (DRFQ) that will be issued against the General Services Administration (GSA) Multiple Award Schedule (MAS) Special Item Number (SIN) 518210C. All documents being provided at this time are subject to change, should any language in these DRAFT documents conflict with the final issued RFQ, the final RFQ shall take precedence. The government does not have an anticipated release date for the final RFQ as that will be dependent on our acquisition plan approval and feedback from this DRFQ. Responses to this DRAFT RFQ will not be considered proposals. The Government does not intend to issue any award based only on responses to this DRAFT RFQ. All information received in response to this DRFQ marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the DRAFT RFQ will not be returned. Responders are solely responsible for all expenses associated with responding to this DRAFT RFQ. The United States Air Force will not pay for information received in response to this DRAFT RFQ. This DRAFT Request for Quote (DRFQ) outlines the United States Air Force's (USAF) and the Air Force Life Cycle Management Center (AFLCMC) imperative to advance its cloud capabilities in alignment with the Department of the Air Force (DAF) Chief Information Officer (CIO) Public Strategy Line of Effort (LoE) 1: Accelerate Cloud Adoption. The USAF seeks a comprehensive Enterprise-Scale Cloud Service Provider (CSP) Reseller and Cloud Software Management Services (CSMS) provider to facilitate the modernization, migration, and management of its cloud ecosystem. The aim is to leverage cloud infrastructure to enhance mission agility, resilience, and cybersecurity posture. This requirement forms the foundation of a Task Order (TO) through the General Services Administration (GSA) Multiple Award Schedule (MAS) Special Item Number (SIN) 518210C. This initiative will collaborate closely with concurrently competed contracts, specifically: 1. USAF Cloud One Next (C1N) Environment & Common Shared Services (ECSS): Providing a standardized, secure, and resilient environment with shared services for cloud use at various Department of Defense (DoD) Information Impact Levels (IL). 2. USAF Enterprise Application Modernization and Migration (EAMM): Enabling application owners to modernize and migrate applications into the Cloud One environment hosted in GovCloud. Migration into Cloud One (C1), managed by AFLCMC/HNII, is a central tenet of this endeavor, encompassing Amazon Web Services (AWS), Microsoft Azure, Oracle Cloud Infrastructure, and Google Cloud Platform (GCP) at various DoD ILs. Notably, exceptions for specific applications will be considered when supported by strong business cases, such as employing Software as a Service (SaaS) offerings not available within C1. The transition to C1 or GovCloud mandates modernization to harness the benefits of Cloud Native Design principles. The chosen contractor shall serve as a dynamic facilitator of CSP services across a spectrum of DoD ILs (2, 4, and 5) and regions, encompassing both commercial and government domains. The Cloud Service Offerings (CSOs) will encompass reserved instances/savings plans (one- and three-year offerings) and the full suite of CSP marketplace capabilities. The contractor's role encompasses seamless support for additional CSPs, impact levels, and regions as stipulated by the government's evolving needs.
