SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The United States Air Force Academy anticipates a requirement that is being considered under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed 315250. The size standard for NAICS is 750 employees. The Government intends to solicit for a firm-fixed priced purchase order.

The requirement is to provide: The Unites States Air Force Academy (USAFA) LGRC with approximately 1,330 running jackets in accordance with the attached specifications. The jackets are a mandatory issued item to the incoming cadets and the specifications cannot be altered. The Buy American Act will apply to the acquisition. The Government will not provide Government Furnished Material (GFM); the contractor will be responsible for procuring all material to manufacture the running jackets. A first article will be required in accordance with FAR 52.209-4 Alt 1.

Include in your capabilities package your DUNS, Cage Code, and System for Award Management expiration date.

We are interested in any size business that is capable of meeting this requirement.

Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.

All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort. Also indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying.

Background
The United States Air Force Academy (USAFA) is seeking to procure running jackets for incoming cadets as part of their uniform requirements. This solicitation is part of a small business set-aside program. The goal of the contract is to provide approximately 1,330 running jackets that meet specific mandatory specifications outlined in the attached documents. The acquisition will adhere to the Buy American Act, and the contractor will be responsible for all materials needed for manufacturing.

Work Details
The requirement includes the delivery of approximately 1,330 running jackets with the following specifications:
- Material: 100% polyester in AF blue shade 1651, fully lined with white 100% polyester mini-mesh.
- Design: Long raglan-styled sleeves, collar, two welt pockets, elastic at wrists and jacket bottom.
- Fastening: Full front opening slide fastener with slide fasteners on pockets.
- Embroidery: AF Academy logo embroidered in white on left breast; logo must match standard sample for size and appearance.
- Heat Transfer: AF Academy logo on back using Safe Reflections Eclipse Silver reflective material, measuring 10 inches in height and 8.50 inches in width.
- Labels: Each garment must have a combination contractor identification and care label with specific information including item description, contract number, size, cadet name, SSN last four digits, squadron, supplier’s name, fabric content, and care instructions. A Code 39 bar code label must also be affixed to each garment package.

Place of Performance
The products will be delivered to the United States Air Force Academy located in Colorado Springs, CO.
