Description

This is a total small business solicitation. All small businesses, regardless of socioeconomic category, are welcome to provide a RFQ in line with the required capabilities.

The contractor shall provide operators, a rigging team, and one (1) Crane capable of hoisting an M1A2 Tank (73.59 tons) onto/off of a Rail Car.

Center of gravity for the radius is 36-38 feet, that is from the center of the M1A2 tank to the center of the crane is approximately 36-38 feet. The radius is due to the distance the crane must be positioned at the railhead (distance from the crane to the railcar). The M1A2 tank is 73.59T, the crane boom must be able to sustain lifting the tank and rotating it in a radius of up to 38FT.

Rigging points are on the 4 corners of the tank, approximately 10-12 inches from the edge of the tank. Minimal sling length should be 10-15FT per leg with a cent ring for the hook to attach to, with a weight capacity of 80T for the sling set. Additionally, taglines will be needed to help steer/remain in control of the tank while in motion. The sling set will also require large shackles to attach to the lifting points on the tank.

Spreader bars are also needed in addition to the sling to prevent the cables from pressing into the tank turret and bending the rack.

The Crane will also be used to upload non-mission capable equipment from the ground onto train cars at Camp Funston Rail Yard, Fort Riley, KS, as outlined in this Performance Work Statement (PWS). Non-Mission capable equipment may be: M1A2 Abrams Tank (73.59 tons), M1120A2 Truck (40,300 lbs), M1074A1 Material Handling Crane w/ winch (55,204 lbs), M88A2 Tracked Recovery Vehicle (70.8 tons), or the M2A3 Fighting Vehicle (74,400 lbs). Transportability guidance excerpts have been provided for graphic references, weights, and measurements for vendor consideration of sling set and spreader bars.

DTG is 12-15AUG - day breakdown is as follows:

12AUG24: Mobilize in, standby to lift for any remainder of the 8- hour day

13AUG24: Lift (8 Hrs) 14AUG24: Lift (8 Hrs)

15AUG24: Standby to Lift ~3 Hrs, Mobilize out

Background
The U.S. Army's 1st Infantry Division requires crane rental services to support operations at Camp Funston Rail Yard, Fort Riley, KS. The mission is to facilitate the loading and unloading of heavy military equipment, specifically the M1A2 Tank and other non-mission capable vehicles. The contractor must provide a crane with sufficient capacity and operators to meet these operational needs, as the division currently lacks the necessary equipment.

Work Details
The contractor shall provide operators, a rigging team, and one (1) crane capable of hoisting an M1A2 Tank (73.59 tons) onto/off of a rail car. Key tasks include:
- Mobilization of the crane and crew on 12 AUG 2024, ensuring readiness by 12 PM.
- Lifting operations scheduled for 13 AUG 2024 and 14 AUG 2024 from 8 AM to 4 PM each day.
- Standby operations on 15 AUG 2024 until approximately 11 AM for final lifts before demobilization.
- Use of rigging points located on the four corners of the tank with specific sling requirements (10-15 FT length per leg, weight capacity of 80T).
- Provision of taglines for control during movement and spreader bars to protect the tank turret.
- Uploading non-mission capable equipment including various military vehicles onto train cars as specified in the Performance Work Statement (PWS).
- The contractor is responsible for all necessary services including repairs, delivery, operator labor, permits/tolls, and per diem.

The contract will be performed from 12 AUG 2024 to 15 AUG 2024.
