Interested persons may identify their interest and capability to support the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within thirty (30) days of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice shall be submitted electronically to jane.ellison@socom.mil. The subject line shall read "JHU/APL." Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to satisfy this requirement. Executable files shall NOT be submitted.
