Description

The United States Mint is embarking on a Request for Information (RFI), to engage expert consulting and other vendors on how to best achieve the results the agency is looking to obtain from conducting an operational review of its entire directorate. The Sales and Marketing Directorate (SaM) is comprised of three (3) divisions, including Administration, Sales, and Marketing. Additionally, the organization also has an Associate Director's Office, who is charged with overseeing and providing strategic leadership and guidance for SaM.

The United States Mint's SaM Directorate seeks to improve productivity by streamlining business processes and improve the business work culture by developing and implementing a business improvement plan. The objective of this project is to have a third-party consultant conduct an operational review of the entire SaM Directorate with an assessment report of SaM's current state of its business operations, to include a listing of clear recommended objectives to meet the desired future state. The selected vendor will be required to work with SaM's three (3) divisions (Administration, Sales, and Marketing) to collect information required to execute this project.

Work Details
The scope of this contract is to conduct an operational review, with keen focus placed on operations management, portfolio management, program management, project management, financial management, technology management integration management, human resource management, culture transformation, change management and governance management. The contractor must identify operational gaps and efficiencies for the three (3) divisions and Associate Director’s Office (including strategy recommendations to cure/fill found gaps), identify key performance indicators and metrics that can be leveraged to determine how well each division is performing operationally, identify external touchpoints that impact SaM organization operations, identify best practices for portfolio management, integrate strategies throughout the division to position the organization for strategic and effective portfolio management, identify best practices for strategic planning, review previous organizational development project plans and reports to benchmark key areas relatable to present day operations.

Period of Performance
The period of performance for this project will be conducted in phases. The first phase will start with the assessment of the Administration Division. The second, third and fourth phases will be defined after the awarding of the contract.
