United States Army Aviation Center of Excellence (USAACE) Advanced Helicopter Flight Training Support Services

Background: The United States Army Aviation Center of Excellence (USAACE) and The Mission and Installation Contracting Command (MICC) - Fort Eustis will be hosting a virtual Industry Day on 23 October 2023 to address planning and procurement questions for the Advanced Helicopter Flight Training Support (AHFTS) contract. The purpose of the event is to provide industry representatives with an opportunity to learn about and discuss the future Request for Proposal (RFP) for the procurement of required services for USAACE. This is not a request for technical or cost proposals, but rather an opportunity for industry to provide feedback and suggestions on the acquisition strategy and the draft Performance Work Statement (PWS).

The anticipated contract will be a Firm-Fixed-Price Contract with a period of performance consisting of a 1-month phase-in, 11-month base period, and four 12-month option periods. The NAICS code for this contract is 611512 (Flight Training) with a size standard of $34 million.

Details: The contractor shall provide flight training support for both aircrew and non-aircrew personnel. This includes conducting flight training in compliance with the most current Programs of Instruction (POI) and Course Management Plans (CMPs). The contractor shall also provide support to the USAACE G3 Contracting Officer's Representative (COR) for the execution of daily tasks and ensure accomplishment of all requirements delineated in the contract. Deliverables include reports as per contract requirements.

The contractor shall have the capability to perform the required services daily, Monday through Friday, with specific student capacity variations depending on the airframe being trained. Temporary Student Capacity Variations (TSCVs) are allowed during a standard training week, but must be within specified limits.

The contractor shall also prepare comments/suggestions on the draft PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry.

Period of Performance: The anticipated period of performance for the AHFTS contract is a 1-month phase-in, 11-month base period, and four 12-month option periods.

Place of Performance: The contract work will be performed on-site at Government facilities, with access to necessary workspace, utilities, equipment, and materials provided by the Government. The Simulated Flight Training System located near Fort Novosel, AL will also be accessible to the contractor.
