Uniform Integrated Protection Ensemble (UIPE) Family of Systems (FoS) Air 2 PUG

General. US Army Contracting Command-APG, Natick Contracting Division on behalf of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND), and the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Protection (JPM CBRN P) intends to award a contract under Federal Acquisition Regulation (FAR) Subpart 8.7, Acquisition from Nonprofit Agencies Employing People Who Are Blind or Severely Disabled which prescribes the policies and procedures for implementing:

(a) 41 U.S.C. chapter 85, Committee for Purchase from People Who Are Blind or Severely Disabled; and

(b) The rules of the Committee for Purchase from People Who Are Blind or Severely Disabled (41 CFR Chapter 51), which implements the AbilityOne program.

Use of the AbilityOne Program (formerly Javits-Wagner-O'Day or "JWOD") will deliver fair market-priced products and services to the government, with professional contract management that saves time and eliminates inconvenience.

Description. The UIPE FoS Air program will provide the Warfighter percutaneous protection from operationally relevant traditional and non-traditional Chemical, Biological, Radiological, Nuclear (CBRN) threats for tactical/ejection seat, Rotary Wing, and non-ejection Fixed Wing platforms supporting the United States Air Force (USAF), United States Navy (USN), and United States Marine Corps (USMC). The UIPE FoS Air is composed of two variants - the UIPE FoS Air Chemical, Biological, Radiological Layer (CBRL) for USAF tactical/ejection fixed wing platforms and the two-piece undergarment (2PUG) for the remaining USAF and USN/USMC tactical/ejection seat, Rotary Wing, and non-ejection Fixed Wing platforms.

This notice specifically addresses the UIPE FoS Air 2PUG variant. The 2PUG was developed by the government and the government maintains the design data rights .

Intended Source. The Government anticipates that the source of the UIPE FoS Air 2PUG will be Source America and Ready One Industries.
