**Phase I of this solicitation is now closed. Only those vendors who participated in phase I are eligible to participate in phase II. This solicitation will remain 'active' on sam.gov for the purposes of administering future solicitation amendments.

05/15/2024 - A00005. This amendment makes small updates to section C.15.9 of the PWS and provides an updated Question and Answer document to correct a previous discrepancy.

05/08/2024 - A00004. Final proposals due date is extended to May 24, 2024 at 5:00 PM EST while the government responds to questions received following the site visit. Updated documents will be uploaded shortly.

**THIS IS A PHASED PROCUREMENT WITH A MANDATORY SITE VISIT**

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) has a continuing need to contract for unarmed guard services to support ERO at the Migrant Operations Facility (MOC) located at Naval Station Guantanamo Bay (NSGB), Cuba. This is a solicitation for these services being posted in accordance with the attached sections A - M including all attachments (section J). Please see RFP for applicable due dates and additional information.

Background
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) has a continuing need to contract for unarmed guard services to support ERO at the Migrant Operations Facility (MOC) located at Naval Station Guantanamo Bay (NSGB), Cuba.

Work Details
The contractor is required to provide unarmed guard services at the Migrant Operations Center, Naval Station Guantanamo Bay. This includes providing a Project Manager, Deputy Project Manager, Lieutenant Custody Officer, Supervisory Unarmed Custody and Security Officers, Unarmed Security and Custody Officers, and ensuring specific employee requirements are met. The contractor must also implement a Quality Control Plan (QCP) that ensures high standards, effective operations, and meets the requirements of the contracting authority. Additionally, the contractor must adhere to a Quality Assurance Surveillance Plan (QASP) developed by ICE.

Period of Performance
The contract consists of a base period of 120-day transition-in period followed by a 245-day base period. It also includes four option periods, each lasting 12 months.

The contract will be performed at the Migrant Operations Facility (MOC) located at Naval Station Guantanamo Bay (NSGB), Cuba.
