Background
The Portsmouth Naval Shipyard is seeking responses for the UFC-3 Railcar Inspections and minor maintenance services for railcars carrying specialized high-value components. The inspection services will involve documented examination of various government-owned railcars and, where appropriate, minor maintenance/repair.

Work Details
The contractor must be capable of jacking railcars with either 8 or 12 axles and performing minor maintenance such as replacing brake components, air hoses, and hangars. They should also have the knowledge and ability to inspect railcars for compliance with CFR Title 49, Part 215, CFR Title 49, Part 231, and the Association of American Railroads-Interchange Rules. The inspection will utilize a NAVY document, UFC-3, to direct and document the conduct of the inspections. Contractors must comply with applicable Covid-19 protocols, quarantine, masks, distancing, etc.
