Background - The mission of the Department of Veterans Administration (VA) is to honor America s Veterans by providing exceptional care that improves their health and well-being. The VA will continue to be the benchmark of excellence and value in health care and benefits by providing exemplary services that are both patient-centered and evidence-based. The Veterans Health Administration, National Chaplain Service (NCS) has a requirement for commercial accreditation services to support the National VA Clinical Pastoral Education (CPE) Center. Objective The Contractor shall provide the resources necessary to accomplish the tasks as described in the Performance Work Statement (PWS) (See attached copy of PWS). Unique Qualifications In accordance with the Chaplain (GS-0060) Occupation Qualification Standard, (VA Handbook 5005, Part II, Appendix G67), chaplains must have completed four units of CPE from a CPE center that is accredited by an organization recognized by the U.S. Department of Education. As of the date of this market research, there is one CPE organizations recognized by the U.S. Department of Education; the Association of Clinical Pastoral Education (ACPE). Due to industry accreditation standards a CPE center may not issue units of CPE from more than one accredited organization. The National Chaplain Service currently has VA staff members which are certified educators to provide educational supervision for CPE Level 1 and Level 2 students, and to provide educational supervision for students seeking to become Certified Educators, from ACPE. Award information - Solicitation No. 36C24524Q0368 will be presented to the contractor in accordance with the sole source authority at FAR 6.302-1 as a firm fixed-price contract. The Government anticipates the solicitation response and Independent Cost Estimate to be comparable with the incumbent Contract No 36C24523P0188 to justify fair and reasonable pricing. The period of performance shall be for one base year period and three, one-year optional periods. Option ordering periods are exercised as required and are not guaranteed. The anticipated Period of Performance reads as follows: Base Period (Est. Award date): 5/01/2024 4/30/2025 Est. Option Period 1: 5/01/2025 4/30/2026 Est. Option Period 2: 5/01/2026 4/30/2027 Est. Work Details
The contractor is required to provide the resources necessary to accomplish the tasks as described in the Performance Work Statement (PWS). This includes supporting the National VA Clinical Pastoral Education (CPE) Center with commercial accreditation services. The contractor must ensure that chaplains have completed four units of CPE from a CPE center accredited by an organization recognized by the U.S. Department of Education. The National Chaplain Service currently has VA staff members who are certified educators to provide educational supervision for CPE Level 1 and Level 2 students, and to provide educational supervision for students seeking to become Certified Educators from ACPE.

Period of Performance
The period of performance shall be for one base year period and three, one-year optional periods. Option ordering periods are exercised as required and are not guaranteed.

The anticipated Period of Performance includes:
- Base Period (Est. Award date): 5/01/2024 – 4/30/2025
- Est. Option Period 1: 5/01/2025 – 4/30/2026
- Est. Option Period 2: 5/01/2026 – 4/30/2027
- Est. Option Period 3: 5/01/2027 – 4/30/2028

Place of Performance
The contract will be performed at the National VA Clinical Pastoral Education (CPE) Center.
