Description

The VHA Office of Patient Centered Care and Cultural Transformation (OPCC&CT) has a procurement need for a contractor to provide all labor, supervision, and other resources required to develop and conduct Whole Health education programs. This includes all aspects of curriculum, course administration, and implementation (including timeline for training, personnel, sites, and follow-up). The term curriculum refers to the subcomponents of materials, tools, content, printed materials, and learning activities.

The contractor shall familiarize themselves with VHA's current state of Whole Health education and materials (course curriculum, videos, tools, materials, online resources, and other materials as identified by the OPCC&CT project manager.). The contractor is required to actively participate in regular meetings and subgroup calls/webinars to coordinate all aspects of curriculum development, delivery, and continuing education. All work shall be conducted and delivered in accordance with the Performance Work Statment.

Background
The Department of Veterans Affairs (VA) established the Office of Patient Centered Care and Cultural Transformation (OPCC&CT) in 2011 to lead a significant transformation in healthcare delivery for Veterans.

The initiative aims to shift from traditional disease care to a Whole Health approach, focusing on improving the health and well-being of Veterans. The VA's strategic plan emphasizes personalized, proactive healthcare that empowers Veterans to take charge of their health. This solicitation seeks a contractor to develop and deliver Whole Health education programs that support this mission.

Work Details
The contractor will provide all labor, supervision, and resources necessary for developing and conducting Whole Health education programs. Key tasks include:
1. Developing comprehensive education programs that provide Foundational and Advanced Clinical Interprofessional Training.
2. Creating educational content tailored for the Veteran population, including complementary and integrative health training.
3. Updating existing courses to enhance practical application through innovative learning modalities such as virtual learning and gamification.
4. Delivering various training sessions, both face-to-face and virtually, including workshops, symposiums, and quick-start sessions.
5. Providing professional graphic design for educational materials and maintaining online resources.
6. Conducting evaluations of the education programs using established metrics such as Kirkpatrick levels.
7. Collaborating with VHA staff to ensure course content meets current needs and standards.

Period of Performance
The contract is structured as a 5-year Requirements Contract with five individual pricing periods: Base Pricing Period (2024-2025), Pricing Period 1 (2025-2026), Pricing Period 2 (2026-2027), Pricing Period 3 (2027-2028), Pricing Period 4 (2028-2029).

Place of Performance
The contract will be performed at various locations as determined by the VA Maryland Health Care System.
