The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program invites small business concerns (SBCs) to submit innovative proposals under this Solicitation.

The DHS SBIR Program Office encourages all small business concerns, including small disadvantaged, women owned, veteran owned, service disabled veteran owned, and socially and economically disadvantaged small business concerns, with the capability to conduct research and development for homeland security related topic areas described in Appendix A, and to commercialize the results of that Research /Research & Development (R/R&D), to submit proposals in response to topics described in this Solicitation.

Background
The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program invites small business concerns (SBCs) to submit innovative proposals under this Solicitation. The program aims to strengthen the role of innovative small businesses in federally funded research and development (R&D), particularly in homeland security-related areas.

The DHS SBIR Program Office encourages participation from various types of small businesses, including those that are socially and economically disadvantaged, women-owned, veteran-owned, and service-disabled veteran-owned. The goal is to stimulate technological innovation and increase private sector commercialization of innovations developed through federal R&D.

Work Details
The SBIR Program consists of three phases: Phase I focuses on determining the scientific, technical, and commercial merit of proposed efforts with a relatively small agency investment. Proposals should concentrate on R&D that proves feasibility and commercialization potential.
