The purpose of this amendment to Request for Proposals (RFP) 70B06C24R00000002 is to provide Government responses to timely questions submitted by offerors. The Government reserves the right to not provide a response to any offeror question received from this point forward. If, however, the Contracting Officer determines that a late-submitted question raises an issue of significant importance, the Government may provide a written response to all prospective offerors via future amendments to the RFP.

The Q&A resulted in one (1) change to the RFP as a result of Question #20 & 34. Given the minor change and clear direction on how to proceed, the Government is not providing updated versions of the RFP documents.
The due date and time of Phase I submissions is unchanged. Phase I offerors are put on notice that in the event of a lapse of appropriations, resulting in the temporary halting of nonessential operations (i.e., Government Shutdown), the due date and time for Phase I submissions to RFP 70B06C24R00000002 will not change. Offerors submitting a Phase I response shall adhere to the submission requirements included in the solicitation. CBP will confirm receipt of Phase I submissions upon resuming normal business operations (i.e., end of Government Shutdown).

This is a Request for Proposals (RFP) for the CBP Office of Training & Development (OTD) Enterprise Training & Resource Management System (ETMS) & Support Services. See attached RFP document Section III.1 for specific instructions on how to respond to this RFP.

Background
The U.S. Customs and Border Protection (CBP) is seeking a comprehensive system to support training for its enterprise, including law enforcement supporting academies, advanced training, and synchronous and asynchronous training. The system is required to be cloud-based, Federal Risk and Authorization Management Program (FedRAMP) moderate authorized, and 508 compliant. It should support various assessment types and grading scales, maintain complete detailed hire-to-retire training records, and automate critical training operations across key areas such as system administration, personnel management, training registration, testing, surveys, resource management and scheduling, housing management, reporting, and compliance.

Work Details
The Contractor is required to provide software procurement, implementation, data migration, establishing data interchanges, licensing, modifications/customizations as ordered through Custom Development contract line-item (CLINs), consulting support including training and documentation required to support implementation and management of the system. Additionally, the Contractor shall provide maintenance of user data within security controls such as cloud hosting in a FedRamp High authorized environment. The Contractor shall also provide help desk support for tiers 2 and 3 (in-depth and expert technical support), systems analysis, programming, quality assurance testing to implement enhancements to support evolving and emerging training requirements.

Period of Performance
The transition-in period for the contract shall not exceed one year. The transition-out plan shall be developed 60 days prior to completion of the contract. Data migration from the existing training and resource management system to the solution is also required.

Place of Performance
The place of performance for this contract will be nationwide for CBP employees and Contractor personnel as well as in various international locations.
