The purpose of this solicitation amendment is to amend 2.2.1- 70B06C24R00000036 Attachment 1 - Statement of Work.pdf included with the original solicitation. Changes to the Statement of Work include Section 4.2.8. Included with this amendment is the following attachment, with changes included in red text for quick reference:

Additionally, the government would like to clarify its interpretation of Statement of Work (SOW) Sections 2.3 and 4.1.3. For solicitation and source selection purposes, the inclusion of an NIJ Notice of Compliance letter for each ballistic make/model at time of proposal submission meets all government requirements contained in SOW Sections 2.3 and 4.1.3. Administrative delays by the National Institute of Justice related to the public posting of the Compliance Product List will not adversely affect an offer's/awardee's standing regarding SOW compliance.
The due date and time for submissions is unchanged.

This Request for Proposals (RFP) is for ballistic plates to support the U.S. Customs and Border Protection, Law Enforcement Safety Compliance (LESC) Directorate. Background
This Request for Proposals (RFP) is for ballistic plates to support the U.S. Customs and Border Protection, Law Enforcement Safety Compliance (LESC) Directorate. The contract is anticipated to result in a single award of an indefinite delivery/indefinite quantity (ID/IQ) contract for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) Ballistic Plate Armor. The minimum guarantee of the anticipated contract is $10,000.00, and the maximum amount of supplies that may be ordered over the life of the anticipated contract will not exceed a total of $40,000,000.00.

Work Details
The contract requires the procurement of rigid, lightweight ballistic plate armor capable of defeating high velocity rifle threats in support of the mission of officers and agents within CBP. The contract is specifically for National Institute of Justice (NIJ) certified threat level III ballistic plates (NIJ Standard 0101.06) or NIJ RF 1/NIJ RF 2 (NIJ Standard 0101.07). Three variations of plates are required, including front/back ballistic plates and side plates, all with a manufacturer's ballistic warranty of ten (10) years.

Period of Performance
The ordering period of the anticipated contract is from the date of award through 60 months from date of award (5 years total). Delivery Orders (DOs) may have a delivery date of 12 months beyond the last day of the contract’s ordering period.

Place of Performance
The geographic location(s) for delivery orders under this ID/IQ contract shall be determined by CBP.
