Background
The National Park Service (NPS) Workforce & Inclusion, Learning & Development Division is responsible for overseeing employee development and training across the NPS. This initiative aims to meet regulatory requirements and enhance individual development to ensure organizational success. A critical focus is on training NPS Leaders and Supervisors, as mandated by legislation requiring regular training updates every three years.

The Department of the Interior (DOI) has emphasized the need for Individual Development Plans (IDPs) for employees to identify their training goals. With over 20,000 employees, there is a growing demand for diverse training opportunities to address various career fields and legal compliance in employee management.

Work Details
The contract involves procuring off-the-shelf specialized courses focused on law and regulation-based training for NPS leadership and supervisors. The courses aim to educate participants on critical human resource laws, best practices in management, and compliance with legal requirements in employee management. Key objectives include:
- Training on holding employees accountable, handling misconduct, performance management, writing performance plans, and setting clear expectations.
- Courses must be taught by practicing lawyers and include current court cases relevant to federal employee management.
- Compliance with 5 CFR § 412.202 regarding systematic training for supervisors and managers.
- All materials must adhere to Section 508 standards of the Rehabilitation Act and Executive Order 14035 principles for diversity.
- The contractor will provide a selection of courses over multiple fiscal years, with specific numbers of courses outlined for FY2024 through FY2028.

Period of Performance
The contract will span multiple fiscal years from FY2024 through FY2028, with specific course selections scheduled annually.

Place of Performance
The courses may be delivered virtually or in-person depending on the selected vendor's offerings.
