This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70124Q00027 Community Sewer Repairs (Tulalip, WA), located in Tulalip, WA. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36.

The Government anticipates releasing the solicitation on or about the end of June 2024 and will remain open for approximately 15 calendar days. The solicitation and all amendments for this Request for Quotes will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK: This project will repair sources of infiltration and inflow in the manholes of the Tulalip Bay community sewer collection system. The proposed work includes the cleaning, grouting, sealing, and lining of 99 manholes to address immediate and long-term leakage concerns. The project location is in the Tulalip Bay area and includes the neighborhoods of Mission Beach, Hermosa Beach, Hermosa Point, Mission Heights, Mission Highlands, Battle Creek, Lloyd Hatch, Walter Moses, Joseph Charles Jr., Totem Beach, and Silver Village; all of which are within the Tulalip Indian Reservation in Tulalip, Washington.

LOCATION OF PROJECT: Tulalip Indian Reservation, Snohomish County, WA

TERO: TERO is applicable. It is the sole responsibility of the contractor to comply with all TERO requirements. The Tulalip Tribes of Washington has a TERO office and TERO requirements.

CONSTRUCTION DURATION: Period of Performance is 80 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $100,000 and $250,000, in accordance with FAR 36.204.

SITE VISIT: Details regarding site visits will be included in the solicitation.

CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria.

This project will be solicited as a 100% small business set-aside under North American Industry Classification System (NAICS) code 237110 - Water and Sewer Line and Related Structures Construction.
