THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) intends to issue a sole source for the Time-Triggered Ethernet (TTE) development hardware only one responsible source to:

NASA has a need for Time-Triggered Ethernet (TTE) development hardware.

Requirement

TTE-End System Space 3U cPCI (EDU) - Details: Engineering DevelopmentUnit for ground functional testing is equipped with a commercial cPCI connector for usage in off-the-shelf 3U cPCI chassis. Quantity - 2

TTE-Switch Space 3U cPCI (EDU) C - Details: TTEthernet switch in a 3U cPCI form factor with a commercial cPCI connector for ground functional testing in off-the-shelf 3U cPCI chassis (no wedgelocks). It offers 12 Ethernet ports with a switching capability for 6x 100/1000 Mbit/s and 6x 100 Mbit/s. Quantity - 3

TTE-RearIO 3U cPCI (EDU) - Details: Provides physical interfaces of connected end system or switch cards via the RearIO backplane pins. This allows to use the cards with a commercial chassis and to connect other devices directly by using standard cables. Quantity - 5

TTE-Development Chassis 3U cPCI Space (TSU) - Details: Product can be used in conjunction with a TTE-RearIO 3U cPCI (EDU) and a TTE-End System/Switch Space 3U cPCI (EDU) - C for rapid prototyping of avionics architectures. Quantity - 1

TTE-Switch Lab Space (rev.C) - Details: The high-performance 24-port TTE-Switch Lab Space supports laboratory testing efforts of Time-Triggered Ethernet applications. It provides a representative flight utilization by using the TTE-Switch Controller HiRel at its core. Quantity - 1

The statutory authority permitting other than full and open competition for acquisitions using the procedures in FAR subpart 13.5 is 41 U.S.C. 1901. TTECH North America, Inc., TTE hardware and toolchain will be used by the Gateway partner (Northrup Grumman) for the HALO Avionics Simulator and the Gateway Partner (MAXAR) for the PPE Avionics Emulator Lite which can be used for build-up and mitigation of risk. It is in the best interest of the Government to use the exact vendor and part numbers as will be used by Northrup Grumman for the HALO Avionics Emulator and MAXAR for the PPE Avionics Emulator Lite to perform the correct evaluation, reduce any duplication of effort between NASA and its partners (Northrup Grumman and MAXAR), and accelerate the integration schedule for the Gateway program. Alternate source for this hardware and software does not exist. Further, TTECH North America, Inc. owns the Full Proprietary Rights and own subsidiary of TTTech Computertechnik AG. and designed accessories. TTTech does not use resellers for this type of TTE Networking Equipment, Switches & Network Adapters.

The Government does intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Debbie R. Matthews at debbie.r.matthews@nasa.gov or Sabrina M. Pearson at Sabrina.m.pearson@nasa.gov not later than 4:00 p.m. (CST) on August 22, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to complete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

Background
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) intends to issue a sole source contract for Time-Triggered Ethernet (TTE) development hardware to TTECH North America Inc., located at 300 Brickstone Square, Suite 1003, Andover, MA 01810. NASA requires this hardware for the HALO Avionics Simulator and the PPE Avionics Emulator 'Lite', which will be utilized by Gateway partners Northrup Grumman and MAXAR.

The use of TTECH's specific vendor and part numbers is essential to ensure correct evaluation and integration with existing systems, thereby reducing duplication of effort and accelerating the integration schedule for the Gateway program. TTECH North America, Inc. holds full proprietary rights to this equipment and does not utilize resellers for TTE Networking Equipment, Switches & Network Adapters.

Work Details
The contract includes the following items:
- TTE-End System Space 3U cPCI (EDU): Quantity - 2. Details: Engineering Development Unit for ground functional testing equipped with a commercial cPCI connector for usage in off-the-shelf 3U cPCI chassis.
- TTE-Switch Space 3U cPCI (EDU) – C: Quantity - 3. Details: TTE Ethernet switch in a 3U cPCI form factor with a commercial cPCI connector for ground functional testing in off-the-shelf 3U cPCI chassis (no wedgelocks).
