Trust Accounting System Securities Pricing and Market Data Services

Background
The Pension Benefit Guaranty Corporation (PBGC) protects the retirement incomes of over 31 million American workers in private sector defined benefit pension plans. The Financial Operations Department (FOD) establishes and maintains the Corporation's financial and accounting systems, financial management policy, financial procedures, accounting operations, financial reporting and account analysis activities, the investment management program, the premium income program, and the debt collection program. The Office of Benefits Administration (OBA) manages the termination process for defined benefit plans, provides participant services (including calculation and payment of benefits) for PBGC-trusteed plans, provides actuarial support for PBGC, and carries out PBGC's responsibilities under settlement agreements.

Work Details
This requirement entails contractor provided services for securities pricing and market data services in support of PBGC. The required services must be capable of integration with PBGC’s contracted Eagle Investment System. The Eagle Investment System is an investment portfolio and accounting solution managed by the Financial Operations Department (FOD) to support the accounting and financial reporting of investment assets, plan receivables, and liabilities related to terminated pension plans and the commingled investment portfolio through an application service provider model.

The contractor must have the capability to integrate into PBGC’s contracted Eagle Investment System at time of quote. The contractor shall provide ad hoc pricing and market data through a Pricing Toolset, monthly pricing and Corporate Actions for all Holdings as of Month End through existing inbuilt stream via Eagle, monthly updates and Ad Hoc Establishment of Security Master File (SMF) Information through existing inbuilt stream via Eagle.

Period of Performance
This contract shall cover a 12-month base year and four 12-month option years. For estimating purposes, anticipates a start date of October 14, 2024.
