Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This Notice of Intent is not a request for competitive quotes. This is not a solicitation or request for offers. Single responsible source and no other supplies will satisfy agency requirements.

The USDA Forest Service (FS), Procurement & Property Services (PPS), Special Projects Operations Center (SPOC), Northwest Branch is issuing this synopsis as a means of complying with the USDA's policy in the Contracting Desk Book, SUBPART 413.3 SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).

The Forest Service intends to award a single source award to Trimble Inc. against Enterprise Global Navigation Satellite System (GNSS) Hardware and Software, Agreement #12760421A0001 for Trimble receivers and data collectors GPS Equipment, Replacements, to be utilize in the Willamette National Forest. The BPA may be located at USDA's Contract Portal.

This project is located: Willamette National Forest, Springfield OR.

This is BPA Call Oder is for new Trimble receivers and data collection equipment. The RFQ 12048923Q0056 for the Trimble receivers and data collection equipment to be at Willamette National Forest National is intended to replace existing Trimble receivers and data collection equipment. Trimble Land Surveying GPS receivers, total stations, data collectors, and software are extensively used by the United States Forest Service (USFS) survey teams for survey measurements and data processing. Full integration of new receivers and data collectors with the Trimble equipment being retained is required. Other comparable non-Trimble equipment is not compatible with the retained Trimble brand equipment without a complex and costly integration effort requiring the acquisition of additional software and hardware, at substantial additional time and money cost to the government. Trimble Inc is to sole manufacture of Trimble GPS Equipment.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation 13.106-1(b)(1) For purchase not exceeding the simplified acquisition threshold (it) Contracting Officers may solicit form one source if the contracting officer determines that the circumstances of the contract action deem only single source reasonably available.

There is no reasonable expectation of obtaining offers from other vendors that can meet the expedited delivery schedule.

The Government intends to make an award in the August 2023 timeframe. No technical data/drawings/technical orders are available. Interested parties may identify their interests and capability to respond to this requirement to the Contracting Officer, Jerome Watkins, Email jerome.watkinsjr@usda.gov; no later than 23 Aug 2023 by 12:00 p.m. (CST-San Antonio Tx- Local). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government Jerome Watkins, not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
