The Contracting Officer conducted the TQMC Pre-Proposal Conference on Friday, June 5, 2015, at the Contract Operations Division--Aurora. The Contracting Officer has posted the PowerPoint Slides and DHA Responses to Questions.
To date, the Contracting Officer has not issued any amendments to the TQMC Solicitation HT9402-15-R-0005. DHA does not anticipate amending the solicitation at this time. There is no change to the proposal due date.

This is the REQUEST FOR PROPOSAL for the TRICARE Quality Monitoring Contract (TQMC)

The TQMC acquisition is for a new indefinite delivery/indefinite quantity (IDIQ) contract with fixed unit prices. The TQMC will assist the Clinical Support Division (CSD) in assessing and improving the quality of care delivered under the TRICARE benefit across the direct and purchased care systems and support DHA with the management of clinical quality performance measurements to validate the quality of care.
This Notice is a follow on to the Draft Solicitation, posted on March 10, 2015, DHA-RFI-15-CQSS and DHA-RFI-14-CQMP).

This is a full and open competitive source selection, using the best-value tradeoff process, in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement (DFARS). The Contracting Officer anticipates the period of performance will include a transition-in period, plus five 1-year option periods. Transition-out will occur concurrently with the last option period exercised.
Proposals are due not later than noon (MT) on June 19, 2015. In order to receive emails concerning the status of this solicitation, interested parties are strongly encouraged to register as vendors on www.fbo.gov and then sign up as interested vendors for the TQMC Solicitation HT9402-15-R-0005. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. Offerors should only use the files posted today because they supersede any information previously provided as draft documents. The Contracting Officer will post subsequent revisions, if any, as amendments to the solicitation on fbo.gov.

Please read and comply with all requirements for submitting a proposal. Failure to comply with the instructions contained within this solicitation could result in the proposal being ineligible for award. It is the offeror's responsibility to ensure its proposal meets all the requirements identified in this solicitation. No hard copy of this solicitation will be issued. Offerors shall submit any questions concerning this solicitation via email with the subject line "TQMC Solicitation Questions" not later than 11:00 am (MT), on May 29, 2015, to Ms. Cynthia Turk at Cynthia.D.Turk.civ@mail.mil. DHA will post responses to solicitation questions on fbo.gov at a later date. If a potential offeror has questions about the solicitation, DHA requests the potential offeror identify the specific solicitation document and cite specific paragraphs where appropriate, using the Word file "TQMC Solicitation Questions" attached to this solicitation. DHA will treat all questions as source selection information (FAR 2.101 & 3.104).

Pre-Proposal Conference: DHA will host a pre-proposal conference at 16401 E. Centretech Parkway, Aurora CO 80011, on June 5, 2015, at 9:00 AM (MT). The conference will include teleconferencing capabilities. If a potential offeror wishes to attend the pre-proposal conference, please send an email with the subject line "TQMC Pre-Proposal Conference," indicating if it will attend in person or via telephone conference and its list of attendees, to Cynthia.D.Turk.civ@mail.mil, not later than 11:00 am (MT), on May 29, 2015. Due to space limitations, potential offerors are limited to 3 people attending in person. DHA is not offering one-on-one meetings with potential offerors.

BACKGROUND: The DHA's mission is to achieve greater integration of the direct and purchased health care delivery systems to accomplish the Military Health System's (MHS) Quadruple Aim: Readiness, Population Health, Experience of Care and Per Capita Cost. DHA is tasked with making military medicine stronger, better and more relevant for the future. The Health Systems Performance Branch, Clinical Support Division, under the Health Operations Directorate, is responsible for overseeing the quality of healthcare provided throughout the MHS. The MHS has an estimated $50 billion budget and serves in excess of 9 million beneficiaries. The MHS consists of two major care delivery systems: Direct care is provided in military treatment facilities (MTFs). Currently, there are 427 MTFs: 54 military inpatient hospitals and 373 military medical clinics around the world. Purchased care is provided by contractors, including the managed care support contractors (MCSCs), Designated Providers (DPs) under the Uniformed Services Family Health Plan (USFHP), the TRICARE Overseas Program (TOP) contractor, the TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC), TRICARE Dental Program (TDP); TRICARE Retiree Dental Program (TRDP) and the TRICARE Pharmacy Program (TPharm) contractor.
The TQMC will enable DHA to implement proven clinical and business practices more rapidly, and reduce unwarranted variation, creating the conditions for learning and continuous improvement across the MHS. The TQMC contractor will support the DHA in managing clinical quality measures and functions; perform quality management activities to validate the quality of care delivered to TRICARE beneficiaries; and compile and compare DHA quality data with national performance and available benchmarks while supporting MHS compliance with healthcare mandates.

The TQMC is anticipated to perform the non-personal advisory and assistance services (A&AS) and non-A&AS tasks listed in the solicitation in accordance with TRICARE's Quality and Utilization Peer Review Organization Program (Title 32 Code of Federal Regulations [32 CFR], Section 199.15) and DoD Instruction and Manual 6025.13, Medical Quality Assurance and Clinical Quality Management in the Military Health System, and the TRICARE manuals (http://manuals.tricare.osd.mil/).
