This is the REQUEST FOR PROPOSAL (RFP) for the TRICARE Overseas Program (TOP) 2021.

The TOP 2021 acquisition is for a new indefinite delivery/indefinite quantity (IDIQ) contract with fixed unit prices. The TOP contract incorporates a wide range of administrative health care support services for TRICARE-eligible beneficiaries who reside outside the 50 United States and the District of Columbia. These health care support services include the development of purchased care provider networks, referral management activities, TRICARE eligibility verification and enrollment, medically necessary evacuations (medevacs), medical record translation services, medical management services, customer service/call center activities, beneficiary and provider education and marketing, and claims processing and coding. These health care support services are necessary to supplement the health care capabilities and capacities (i.e., primary and specialty care) of overseas MTFs to ensure that eligible beneficiaries have access to the full range of TRICARE benefits.

This is a full and open competitive source selection, using the best-value tradeoff process, in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement. The Contracting Officer anticipates the period of performance will include a 1-year base period for transition-in, plus seven 1-year option periods, and a potential 6-month extension of services permitted per FAR Clause 52.217 -8, Option to Extend Services, for a potential total allowable period of performance of 8 years and 6 months.

Proposals are due by 1:00 p.m. (MT) on October 31, 2019. To receive emails concerning the status of this solicitation, interested parties are strongly encouraged to register as vendors on www.fbo.gov and then sign up as interested vendors for the TOP 2021 Solicitation HT940219R0001. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. Offerors shall only use the files posted with this notice because they supersede any information previously provided as draft documents. The Contracting Officer will post subsequent revisions, if any, as amendments to this solicitation on fbo.gov.

Failure to comply with the instructions in this solicitation could result in the proposal being ineligible for award. It is the offeror's responsibility to ensure its proposal meets all the requirements identified in this solicitation. No hard copy of this solicitation will be issued. Offerors shall submit any questions concerning this solicitation via email with the subject line "TOP 2021 Solicitation Questions" by 11:00 a.m. (MT), on August 14, 2019, to Mr. Matthew Anderson at matthew.l.anderson18.civ.civ@mail.mil and a courtesy copy email to
margaret.a.zancanella.civ@mail.mil. DHA will post responses to solicitation questions on fbo.gov at a later date. If a potential offeror has questions about the solicitation, the potential offeror shall identify the specific solicitation document and cite specific paragraphs where appropriate, using the Word file "TOP 2021 Solicitation Questions" attached to this notice. DHA will treat all questions as source selection information (FAR 2.101 & 3.104). The Contracting Officer also attached to this notice the Government's responses to potential offerors' questions to the TOP 21 draft RFP (posted on FBO.gov on November 16, 2018).

The Contracting Officer issued ordering instructions for potential offers to obtain TOP historical data, including Medical Capability Reports, on FBO.gov on January 31, 2019. Offerors may still request this data. See Solicitation Section L, Attachment L-1 Ordering Instructions for Data. Offerors who have not previously requested historical data should do so at this time. Offerors shall email their requests to Mr. Matthew Anderson at matthew.l.anderson18.civ.civ@mail.mil and a courtesy copy email to margaret.a.zancanella.civ@mail.mil.

BACKGROUND: As a Combat Support Agency, the Defense Health Agency leads the Military Health System (MHS) integration of readiness and health to deliver the Quadruple Aim: increased readiness, better health, better care, and lower cost. The MHS has an estimated $50 billion budget and serves in excess of 9 million beneficiaries. The MHS consists of two major care delivery systems. Direct care is provided in military treatment facilities (MTFs). Purchased care is provided by contractors, including the TRICARE Overseas Program (TOP) contractor.
