On behalf of the Department of the Treasury, the General Services Administration (GSA) is conducting market research to support the Internal Revenue Service's (IRS) Joint Operations Center (JOC). The overarching goal of this initiative is to enhance the IRS contact centers by integrating cutting-edge practices and technologies from private industry. By doing so, the JOC aims to deliver world-class services and improve taxpayer experiences while maintaining a leadership role in decision-making processes.

The work requested involves procuring an IT consulting subscription membership that grants JOC access to a wide array of resources and expertise. This includes unlimited access to subject matter experts, consultants, analysts, and research materials focused on frontier practices utilized by leading organizations worldwide. The subscription will provide tools, frameworks, workshops, meetings, training sessions, and online support tailored for large complex environments. Additionally, it offers access to websites featuring case studies, benchmarks, webinars, and peer networking opportunities.

The subscription service requires licenses for 11 seats within the JOC: 2 Team Leader seats, 4 Advisor seats, and 5 Reference seats. Each type of license offers varying levels of access to resources such as state-of-the-art tools and templates; peer experiences; functional diagnostics; customer service support; individual and team inquiries; webinars; virtual meetings; and peer research. These resources are designed to equip JOC staff with comprehensive knowledge and insights into best demonstrated business management practices.

This initiative will span a base period from October 1, 2025, through September 30, 2026. There are also provisions for four additional option years extending through September 30, 2030. While no travel is required under this contract unless specified by IRS needs for specific activities or events related to work requirements at IRS expense. The primary means of performance will be telephonic or virtual communication channels.
