This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only.

At a summary level, the Government has interest in and is seeking information regarding the capability of firms who can provide services pertaining to Low-Code/No-Code Platforms.

The IRS is seeking vendors to provide the technical, management, and quality control processes required to enable the IRS to plan, design, configure, implement, deliver, operate, and enhance Low-Code/No-Code Workflows utilizing a business-led delivery methodology.

Responses to this RFI are requested in two (2) parts and must be submitted using Attachment 3 RFI Response Template.

Part I Company Profile Information - IRS seeks company profile information about the firms that provide services positioned to address the requirements discussed in the RFI and SOO.

Part II Capability - IRS seeks Industry responses to specific questions. Do not include any support documentation for any company other than your own. This is an analysis of your company's abilities.

All responses to this RFI shall be sent via email to Erik Stephenson at erik.stephenson@irs.gov. Submissions must be received no later than 5:00pm Eastern Time (ET) on 30 August 2024.

Vendors shall reference RFI TREAS - IRS ECMO Case Management Modernization Support BPA in the subject line of their response as well as in the subject line of any other e-mail correspondence referencing this notice.

Background
The Internal Revenue Service (IRS) is seeking information regarding the capability of firms to provide services related to Low-Code/No-Code Platforms. This initiative is part of a broader effort to improve business workflows and enhance the delivery of modernized applications.

The IRS has recently adopted a Business Focused Delivery (BFD) model aimed at transforming tax administration and services, particularly following the Inflation Reduction Act (IRA) signed into law in August 2022, which provides an opportunity for significant improvements in taxpayer services and operational practices.

Work Details
The contractor will be responsible for providing technical, management, and quality control processes necessary for the IRS to plan, design, configure, implement, deliver, operate, and enhance Low-Code/No-Code Workflows. Key tasks include:
- Supporting the development and implementation of low-code Enterprise Platform Integrations to customize and automate enterprise workflows.
- Streamlining business processes through digital process automation to improve customer experiences.
- Enabling rapid access for IRS business units to contractors who can assist with planning, design, implementation, and Operations and Maintenance (O&M) support services.
- Focusing initially on Enterprise Case Management (ECM) use cases while also addressing other digitalization workflow needs.
