CMS has a need for IT professional services to assist with the design, development, and implementation of the Transformed-Medicaid Statistical Information System (T-MSIS). T-MSIS is a data ingestion and reporting tool that collects Medicaid and Children's Health Insurance Program (CHIP) data from U.S. states, territories and the District of Columbia, into the largest national resource of beneficiary information. This contract provides comprehensive IT support services for Development, Operations and Maintenance (O&M), and Program Support to assist the Centers for Medicare and Medicaid Services (CMS) in an effort to continue sustaining and improving T-MSIS. Contract award shall be made to the responsible Quoter whose quote provides the best overall value to the Government. The Government will conduct a comprehensive evaluation of each quote using a "tradeoff" process to determine which quote offers the best combination of technical capabilities and price to the Government. The non-price factors are significantly more important than price. The following non-price factors will be evaluated. Corporate Experience is the most important factor. The remaining factors are in descending order of importance with the Performance Work Statement/Draft Quality Assurance Surveillance Plan and Solutioning Exercise (Oral Presentation) Factors considered equally important. - Phase 1 o Factor 1: Corporate Experience - Phase 2 o Factor 2: Performance Work Statement and Draft Quality Assurance Surveillance Plan o Factor 3: Solutioning Exercise (With CMS Stakeholder Interview, Oral Presentation) o Factor 4: Section 508 Product Accessibility Template Quotes will be submitted and evaluated in two phases. After the first phase evaluation, CMS will make an advisory down-select and notify each respondent of CMS's determination of whether the respondent should participate in the next phase. The Government will determine the appropriate number of respondents that is most beneficial to the Government for the second phase. Price will be evaluated to determine whether the proposed price is reasonable and whether the proposed labor hours and material types and quantities are realistic. Business Ethics, Conflicts of Interest, and Compliance will be evaluated in Phase 2 but will not be considered in the context of best value; rather, it will be evaluated in a manner similar to responsibility.
