TRANSCRIPTION Service Court

Background
The Department of Veterans Affairs is seeking to contract court reporting services with a certified small business transcription company to provide transcription services for the VA Augusta Health Care System (VAAHCS). The goal of this contract is to ensure accurate and timely transcription of Administrative Investigative Board (AIB) testimony, Disciplinary Appeals Boards, and EEO Hearings, thereby supporting the mission of the VA in serving veterans.

Work Details
The contractor shall provide all labor, expertise, and equipment necessary for verbatim reporting and transcription of AIB/EEO/DAB proceedings. This includes:

1. Recording sworn testimony in a question-and-answer format from AIB members or hearing attendees.

2. Delivering electronic transcripts for legal purposes within specified timeframes: regular copies within ten calendar days and accelerated copies within two days after each proceeding.

3. Ensuring transcripts are legible and correcting any errors identified by the presiding official within five calendar days at no additional cost.

4. Maintaining confidentiality of proceedings designated as confidential and not disclosing any information without written approval from the presiding official.

5. Providing necessary personnel and equipment to ensure prompt recording and satisfactory transcript delivery, including retaking testimony if required due to equipment failure or negligence without additional charges.

Period of Performance
Base Year: September 1, 2025 – August 31, 2026; Option Year 1: September 1, 2026 – August 31, 2027; Option Year 2: September 1, 2027 – August 31, 2028; Option Year 3: September 1, 2028 – August 31, 2029; Option Year 4: September 1, 2029 – August 31, 2030.
