The Investment Planning and Analysis (IP&A) Research group requires a general-purpose trajectory and target simulator software tool that provides a realistic analytical tool for evaluating the operational impacts of Air Traffic Control (ATC)/ Air Traffic Management (ATM) systems. The primary output generated by this tool must be flight trajectory tracks. The tool must allow the user to set model parameters that control the statistical distribution functions from which the population of track segments is drawn. These variables are segment speed, segment length, Gaussian transverse deviation, segment altitude, start and end location of the trajectory, number of segments in a trajectory and start time.

The scope of this contract includes delivery of this general-purpose trajectory and target simulator software tool by the contractor along with an instruction manual, training, and technical support.

Background
The Federal Aviation Administration (FAA) is seeking a contractor to provide a general-purpose trajectory and target simulator software tool for the Investment Planning and Analysis (IP&A) Organization. This tool will support the FAA in evaluating the operational impacts of Air Traffic Control (ATC) and Air Traffic Management (ATM) systems, which is crucial for developing viable business cases for investments in maintaining infrastructure and advancing into the NextGen era.

Work Details
The contractor will deliver a trajectory and target simulator software tool that generates flight trajectory tracks. The tool must allow users to set model parameters controlling statistical distribution functions for track segments, including segment speed, length, Gaussian transverse deviation, altitude, start and end locations, number of segments, and start time.

The contract includes:
1. Installation of the tool on FAA PCs running Windows 10 with licenses for four installations.
2. Technical capabilities such as predicting aircraft conflicts, modeling fast-time/real-time displays based on historical data, optimizing flight trajectories, conducting post-mortem analyses, and providing visibility into underlying assumptions and algorithms.
3. Secondary capabilities including route adaptation, viewing actual flight tracks over specified periods, filtering tracks by altitude, exporting data to various formats (KMZ/KML for GIS applications), and providing wind field information.
4. A user manual detailing installation and operation instructions.
5. Technical support via telephone as part of the yearly license fee.
6. Training classes for up to ten FAA individuals at designated locations.

Period of Performance
The contract has a one-year base period with four one-year option periods available, totaling up to five years.

Place of Performance
The contract will be performed at the FAA National Headquarters located at 800 Independence Ave., SW, Washington DC 20591.
