Training Support Vessel Squadron (TSVRON)

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract in support of Carrier Strike Group (CSG) FOUR with their Training Support Vessel Squadron (TSVRON). The requirement will be solicited as Full and Open Competition in accordance with FAR Part 12 Commercial Items, FAR Part 15 Contract by Negotiations, and FAR Subpart 16.5 Ordering .

CSG-4 is tasked with directly supporting the U. S. Fleet Forces' Fleet Response Training Plan (FRTP) to train and certify for deployment all deploying assets, including Carrier Strike Groups, Amphibious Readiness Groups, and independently operating units. Commander, United States Fleet Forces (USFF) is responsible for coordinating, establishing, and implementing integrated requirements and policies for manning, equipping, and training fleet units, strike groups (SG), and strike forces (SF). USFF is directly supported by Carrier Strike Group FOUR (CSG-4) which is tasked with training and certifying assets for deployment, including Carrier Strike Groups, Amphibious Readiness Groups, and ships that independently deploy. CSG-4, in support of the Fleet Readiness Training Plan (FRTP), operates five training support vessels, TSV-1 PREVAIL, TSV-2 HUGO, TSV-3 HUNTER, TSV-4 NARRAGANSET, and TSV-5 Vindicator, which make up the Training Support Vessel Squadron.

A request for quote will be available for download on or about 18 November 2020 at the following website: https://www.beta.sam.gov. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web sites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.

The contract length is for a five year ordering period, with the inclusion of FAR clause 52.217-8 additional 6 months.
